Jawaharlal Nehru National Urban Renewal Mission (JNNURM) with an outlay of approximately Rs. 1, 20,000 Crores is one of the most ambitious projects currently underway in the nation for strengthening the urban infrastructure.
With the impetus on both urban infrastructure renewal and creation within the nation, it has indeed become difficult to find enough hands to support implementation of these initiatives. Different contracting and procurement practices adopted by urban local bodies (ULB) in different cities also require a review and re-look for creating a strong enabling environment to encourage the right mix of participation from reputed service providers / contractors to take up work.
With a view to streamline and harmonize the contracting and procurement practices across ULBs in the nation and to facilitate greater participation of reputed contractors/service providers, the Ministry of Urban Development has constituted a Working Group under the Chairmanship of Mr. P R Swarup (Director General), Construction Industry Development Council established by the Planning Commission, Government of India and having representation from all stakeholders. The Group will suggest and recommend best practices for Procurement and Contracting practices under JNNURM.

The Working Group’s agenda includes review of current procurement and contracting practices and procedures of agencies implementing JNNURM projects.

To recommend a set of model procurement and contracting procedures and principles to be adopted in implementing balanced contracts for successful and timely completion of projects.

Review and adoption of industry best practices and norms to create equitable conditions for encouraging greater participation from contractors in JNNURM initiatives.
