With the establishment of National Disaster Management Authority in the frame work of Disaster Management Act 2005 the focus of national policy has shifted from post disaster response to pre – disaster pro – active strategies and measures for mitigating risk from natural hazards like Earthquake, Cyclones, land slides, Floods, Tsunamis etc.
Recognizing the high vulnerability profile of our building and public infrastructure, the CIDC has taken the initiative of establishing a national Network of Retrofitting Clinics (RFCs) in all regions of the country. These clinics will provide following services to OWNERS of BUILDINGS HOUSING & OTHER STRUCTURES,
So a CIDC authorized Retrofitting Clinics have been set up in States of Rajasthan, Madhya Praadesh, Uttarakhand, Haryana, Tamil Nadu, Assam & Maharashtra Organizations and Engineering Colleges in other States are in different Stages for setting up such clinics.
- Vulnerability and health assessment for portions structural safety of buildings/structures during occurrence of natural hazards.
- Identification of weak areas/portions of buildings/structures.
- Design of Retrofitting (Strengthening) measures for safety.
- Testing of building materials.
- Training to local contractors, construction supervisors masons in techniques of Retrofitting.
- Registration of Local Structural Experts, Contractors, Buildings Material & Equipment Suppliers.
- Execution of Retrofitting works if requested.
For Capacity Building of officers and teachers Associated with the Clinics and also those who wish to setup RFC in future CIDC in collaboration with IIT Roorkee, Department of Earthquake Engineering and Continuing Education Centre organized a special Training & Certification Programme from July 31st – August 5th, 2007 AT Roorkee. The course was attended by 35 participants from different states and all them found this one-week programme very interesting and meaningful. Besides the faculty from IIT Roorkee and CIDC the special lectures were delivered by Padamshri Dr A S Arya, National Seismic Advisor, Govt. of India, Ministry of Home affair and some eminent building materials manufacturers.
