Hon’ble Prime Minister Shri Narendra Modi , has defined the way forward to year 2047. l has dawned. The Amrit Kaa way forward has to shed the mind blocks set by our invaders, revert to our heritage & its basic philosophies, have unity while avoiding foreign pressures to develop a Shreshtha Bharat. The macro initiatives required on this path have already been put into place in the last 8 years. These need to be strengthened further while adopting the principles of Gati Shakti i.e., removal of inter-ministerial silos & to integrate planning & implementation of infrastructure projects. Sabka Vikas is possible only if we have Sabka Saath & Sabka Prayas. All efforts can be not only sustained, but results enhanced & accelerated when initiatives undertaken adopt the principles of inclusive development.

For any nation to develop consistently, infrastructure development & construction are essential. To quote an ancient proverb (translated) “In the kingdom where the sounds of hammers & chisels are pervasive, prosperity is bound to increase”. The guiding principle is ancient, populations have increased manifold, each aspect of the economy has expanded & grown hugely & newer systems & technologies evolved (many plagiarized from our ancient texts), but the basic concept is in place as can be seen from current state of today’s developed economies.

However, the way forward will have to change. The limits to the availability of resources in our planet are being stretched which makes movement towards a circular economy inevitable. This is reflected in the socio economic systems of older times, not only in India but also other cultures, where recycling was an inevitable & essential part of life. The current system, in which products are manufactured, used & disposed of, is not sustainable. This model, a main cause of climate change, is the antithesis of Sustainable Development.

In moving towards the path of development, a comprehensive view needs to be adopted, taking into account all aspects including aspirations of the younger citizens who will benefit & who are also enthusiastic to explore newer avenues which open up, sometimes by their own efforts.

The first step towards Sustainable Development includes Energy Transition to renewable energy systems through use of Sunrise Opportunities & move towards a Carbon neutral economy.

Today, the overriding control parameters have been put into place through , grossly reducing & many Digitisation cases eliminating human errors in the implementation of plans. These help in capacity building in all aspects of the plans. The oil of the economy is finances. Comprehensive digitisation is helping to remove inefficiencies of allocation & reduction of leakages. Newer methods of financing like crowd-funding are emerging. Productivity linked Investment is being provided institutional support. Improvement in the Health & Wellbeing, efficiency in Food growth, preservation & processing for higher economic returns to farmers are being taken up on a priority basis. Employment issues are being tackled on a macro basis by massive support to the MSME sector & the Start-up ventures.

The ultimate focus is on making fruits of development reach every citizen, majority of whom are in villages. Even in remote, isolated villages which barely have any road/ rail connect, the scheme of Vibrant Village is being implemented immediately while connectivity is being worked on.

However, as mentioned in the beginning, broad & sustainable development of the country is possible only through a comprehensive development of all aspects of infrastructure within the constraints & parameters mentioned in this Theme Note. Buildings, Rail, Roads, Airports, Ports, Bridges, Power & Energy, Water & Waste management, rural infrastructure etc. in India, need massive expansion to meet our current & emerging needs.

Under the auspices of Niti Aayog, CIDC is organizing “India Construction Meet” in which a comprehensive review & evaluation of the current state AND proposals for development & upgradation of ALL segments of the Infrastructure Sector in India shall be presented.

Construction Industry Development Council (CIDC), as the apex body of construction in India was formed by Govt. of India together with Industry, reporting to , to introduce structural reforms and to NITI Aayog take up necessary initiatives needed for development of the Industry.
